Washington
What Washington's rule says
What are the calling hours in Washington?
In Washington, telephone solicitation calls are allowed only from 8 a.m. to 8 p.m. at the called person's location. The rules are RCW 80.36.390(8) and, for registered commercial telephone solicitors, RCW 19.158.110(4), both amended in 2022 by ESHB 1497.
Washington covers nonprofit solicitors as well as commercial ones under RCW 80.36.390, so fundraising calls are held to 8 p.m. too.
The rule protects 'any person', not only residential subscribers.
Washington is also an all-party state for recording (RCW 9.73.030): announce recording at the start of the call.
Who the rule covers
Washington's window applies on top of the federal 8 a.m.–9 p.m. rules; where both apply, follow the narrower one.
- Covers: commercial or nonprofit solicitors calling any person, and registered commercial telephone solicitors.
- Not covered: calls responding to the person's request, including purchases in the last 12 months; business-to-business calls; polling; nonprofits calling members.
Washington's rules and where they come from
Telephone solicitation (RCW 80.36.390(8)): No telephone solicitation call before 8 a.m. or after 8 p.m. at the called person's location. In force since June 9, 2022.
Commercial telephone solicitors (RCW 19.158.110(4)): Registered commercial telephone solicitors: the same 8 a.m.–8 p.m. window. In force since June 9, 2022.

Do Washington's calling hours apply to texts?
Washington defines a telephone call as a live person, artificial voice or recorded message, and doesn't mention texts. Keeping marketing texts to 8 a.m.–8 p.m. is the safe setting.

Area codes in Washington: 206, 253, 360, 425, 509, 564. A number's area code is a clue to where the person is, not proof: people keep their numbers when they move.
Calling Washington from TopReach
TopReach smart lists only dial a lead inside the legal window in their own time zone (weekdays 9 a.m.–9 p.m., weekends 10 a.m.–6 p.m.) and skip statutory holidays, and a rep calling a lead outside their hours is asked to confirm first. They don't apply Washington's own rule for you. To stay inside it, set your workspace's quiet hours from 8 p.m. to 8 a.m..
Recording calls into Washington: All-party consent: everyone must agree, or be told on the recording. TopReach records only when your workspace policy says so (never, always, or the rep's choice), and it doesn't play a recording announcement for you, so reps say it at the start of the call where consent is needed.
