Pennsylvania
What Pennsylvania's rule says
What are the calling hours in Pennsylvania?
Pennsylvania now allows telemarketing calls and texts only from 9 a.m. to 7 p.m., Monday through Saturday, with none on Sundays or legal holidays. Act 47 of 2026 (Senate Bill 992) amended the Telemarketer Registration Act, 73 P.S. § 2245, from October 18, 2026; before that, the window was 8 a.m. to 9 p.m.
This is the biggest calling-hours change of 2026: Pennsylvania went from the federal window to one of the narrowest in the country, cutting two hours off the evening and closing Sundays and legal holidays.
The amended law names texts, voicemails and ringless voicemails, and it reaches business and wireless subscribers as well as homes, so business-to-business sales calls into Pennsylvania are inside it.
The effective date is 90 days after the July 20, 2026 signing; some sources count it as October 19. Either way, it's in force now.
Pennsylvania is also an all-party state for recording calls (18 Pa.C.S. § 5704).
Who the rule covers
Pennsylvania's window applies on top of the federal 8 a.m.–9 p.m. rules; where both apply, follow the narrower one.
- Covers: telemarketers selling consumer goods or services by call, voicemail, ringless voicemail or text to residential, business or wireless subscribers.
- Not covered, under the act's exemptions: prior express written consent, an existing debt or contract, an established business relationship within 12 months, 501(c)(3), (5) and (8) and veterans organizations, and political calls. Check that an exemption reaches the hours before you rely on it.

Do Pennsylvania's calling hours apply to texts?
Pennsylvania's amended law names texts, voicemails and ringless voicemails, so marketing texts get the same window: 9 a.m.–7 p.m., Monday to Saturday, never on Sundays or legal holidays.
Time zones and area codes in Pennsylvania
Pennsylvania is on one clock: Eastern.
Area codes in Pennsylvania: 215, 223, 267, 272, 412, 445, 484, 570, 582, 610, 717, 724, 814, 835, 878. A number's area code is a clue to where the person is, not proof: people keep their numbers when they move.
Calling Pennsylvania from TopReach
TopReach smart lists only dial a lead inside the legal window in their own time zone (weekdays 9 a.m.–9 p.m., weekends 10 a.m.–6 p.m.) and skip statutory holidays, and a rep calling a lead outside their hours is asked to confirm first. They don't apply Pennsylvania's own rule for you. To stay inside it, set your workspace's quiet hours from 7 p.m. to 9 a.m., business days Monday to Saturday, and skip Pennsylvania's state holidays that aren't federal holidays.
Recording calls into Pennsylvania: All-party consent: everyone must agree. TopReach records only when your workspace policy says so (never, always, or the rep's choice), and it doesn't play a recording announcement for you, so reps say it at the start of the call where consent is needed.
