What Oregon's rule says

What are the calling hours in Oregon?

In Oregon, telephone solicitations, including texts, are allowed only from 8 a.m. to 8 p.m., and no more than three to the same person in 24 hours. The rule is ORS 646.563(1)(b) as amended by House Bill 3865 (2025), in force since January 1, 2026; before that, Oregon allowed calls until 9 p.m.

Oregon is one of the few states whose calling-hours law names texts, and it moved the evening cutoff from 9 p.m. to 8 p.m. on January 1, 2026.

The law lets callers rely on a mobile number's area code to work out the person's time zone (ORS 646.563(2)), a practical safe harbor most states don't spell out.

Oregon spans Pacific time and, in most of Malheur County, Mountain time; area codes 541 and 458 cover both.

For recording, Oregon needs only one party's consent on phone calls but everyone's on in-person conversations (ORS 165.540), which is why it's often listed as all-party.

Who the rule covers

Oregon's window applies on top of the federal 8 a.m.–9 p.m. rules; where both apply, follow the narrower one.

  • Covers: anyone soliciting a person by call or text to buy real estate, goods or services, or to donate.
  • Not covered: established business relationships (18 months), business-to-business calls, polling, charities calling members, and replies to a message the person sent.

Telephone solicitation (ORS 646.563(1)(b)): Telephone solicitations, including texts, only between 8 a.m. and 8 p.m., and no more than three to a party in 24 hours. Callers may rely on a mobile number's area code to work out the time (ORS 646.563(2)). In force since January 1, 2026.

Calling Oregon from TopReach

TopReach smart lists only dial a lead inside the legal window in their own time zone (weekdays 9 a.m.–9 p.m., weekends 10 a.m.–6 p.m.) and skip statutory holidays, and a rep calling a lead outside their hours is asked to confirm first. They don't apply Oregon's own rule for you. To stay inside it, set your workspace's quiet hours from 8 p.m. to 8 a.m..

Recording calls into Oregon: One-party for phone calls; all-party for in-person conversations. TopReach records only when your workspace policy says so (never, always, or the rep's choice), and it doesn't play a recording announcement for you, so reps say it at the start of the call where consent is needed.
