What Connecticut's rule says

What are the calling hours in Connecticut?

In Connecticut, telephonic sales calls, including texts, are allowed only from 9 a.m. to 8 p.m. local time, every day of the week. The rule is Conn. Gen. Stat. § 42-288a(c), tightened by Public Act 23-98 from October 1, 2023: the morning start is an hour later and the evening cutoff an hour earlier than the federal rule.

Connecticut is one of the few states that names texts outright: its definition of a telephonic sales call (§ 42-284) includes text, media and over-the-top messages, so the 9 a.m.–8 p.m. window applies to marketing texts as fully as to calls.

The rule protects Connecticut residents and numbers with a Connecticut area code (203, 475, 860 and 959). A lead who moved away but kept a Connecticut cell number is still covered.

Recording is a separate trap: Connecticut's civil law (§ 52-570d) requires every party's consent, or a recorded notice, before you record a phone call, even though its criminal law needs only one party.

Who the rule covers

Connecticut's window applies on top of the federal 8 a.m.–9 p.m. rules; where both apply, follow the narrower one.

  • Covers: telephonic sales calls and texts to residential, mobile or paging numbers of Connecticut residents or Connecticut area codes.
  • Not covered: calls made with the person's prior express written consent, in response to their request, or to someone who bought from you in the last 12 months; business-to-business calls; nonprofit calls to members; polling.

Calling Connecticut from TopReach

TopReach smart lists only dial a lead inside the legal window in their own time zone (weekdays 9 a.m.–9 p.m., weekends 10 a.m.–6 p.m.) and skip statutory holidays, and a rep calling a lead outside their hours is asked to confirm first. They don't apply Connecticut's own rule for you. To stay inside it, set your workspace's quiet hours from 8 p.m. to 9 a.m..

Recording calls into Connecticut: All-party for phone calls under civil law; one-party under criminal law. TopReach records only when your workspace policy says so (never, always, or the rep's choice), and it doesn't play a recording announcement for you, so reps say it at the start of the call where consent is needed.
